Elisha N. Moultrie, CHEP, CHEC-II is an award-winning emergency preparedness professional, certified trainer, and passionate climate justice advocate with more than 25 years of frontline experience protecting lives and organizations from disasters of every kind.
As Emergency Preparedness Coordinator at Jackson Health System — one of the nation’s largest public health systems — Elisha develops and manages comprehensive disaster response programs, leads citywide drills and exercises, and has personally guided her organization through responses to COVID-19, Zika, Ebola, MPox, and multiple mass casualty incidents. She has participated in FEMA national exercises including Operation Lasso in preparation for the 2026 FIFA World Cup and SOUTHCOM’s Mass Migration Exercise.
Through her firm, EM Consultants LLC — The Power of Interconnectedness — Elisha translates institutional expertise into accessible, actionable training for organizations of every size. Her workshops, keynotes, and CERT training programs are built on real-world experience, not just theory. She holds certifications from FEMA, the Department of Homeland Security, the FBI/NNSA, Texas A&M;, and the International Board for Certification of Safety Managers.
As NAACP Miami-Dade Environmental & Climate Justice Chair, Elisha brings an equity lens to emergency preparedness — ensuring that underserved communities have access to clean water knowledge, energy conservation resources, and the same level of disaster readiness as those with greater means. She is a member of the Florida Clinician for Climate Actions network and a Red Cross volunteer. She was recognized by the NAACP Florida State Conference with a medal for excellence in environmental and climate community work in 2024.
